Dave Streiffer was a pioneer in the duty-free and bonded warehouse industries. In the late 19th century, the Streiffer family lived in the New Orleans area and began questioning the buying status of foreign nationals arriving in the local ports.

Streiffer reasoned his customers should be able to purchase particular merchandise without local and federal taxes, which is, in other words, “duty-free.” He brought this idea to his local Congressman, and shortly thereafter, legislation was established, creating duty-free purchasing rights for certain individuals of foreign nationalities.
